Sixteen borders. One sealed question. A table set for two.
At the edge of the map there is a country that refuses to finish itself. Every evening its people vote, and every night the ground rebuilds the streets around what they decided. They are the displaced of every perfect republic: the erased, the expired, the revised, the unpaired. They are trying to found something, and they have asked the one man no country could ever classify to help them decide what must never be allowed to happen.
The road there runs through the last three countries before it: the Federation of Contradictions, where your declared law follows your body and not the ground; the Country Governed by Visitors; and the Republic of the Unborn.
He has carried a sealed question across sixteen borders, unopened, owed aloud to a dead mapmaker. The map sends people back to him: the child who priced promises, grown; the child the court sentenced; the woman who voted a country's memory.
For four books he has imposed nothing on anyone. Now he has to find out what such a man can still build: a room made with his own hands, with no instrument in the doorway, and a table set for two.
The Unfinished Country is the final book of A Map of Other Laws. The account closes with the asking.
